Lee Swain, Owner/Principal of Swain Consultants, is a seasoned professional government expert dedicated to assisting public agencies in providing effective services to their stakeholders and delivering important projects to local communities. He has broad experience in a variety of areas of public sector management having served over thirty years in various capacities with five local governmental agencies while managing large public works programs, projects and operations.
Mr. Swain has served as the Director of Public Works and City Engineer with the City of Santa Monica, California delivering many significant award-winning infrastructure projects during his nine year tenure with Santa Monica including renewal of the Iconic Santa Monica Pier, reconstruction of the classic California Incline and Pedestrian Bridge projects, revolutionary complete street projects including the Esplanade leading to the Santa Monica Pier and the award winning Ocean Park Boulevard Complete Green Street. Mr. Swain was instrumental in delivering the long awaited Expo Light Rail project to the City with three new Light Rail Stations within the City of Santa Monica.
Mr. Swain formed Swain Consultants to continue assisting local public agencies and homeowner associations in completing important projects for their residents. The primary mission of Swain Consultants is to improve the quality of life for all those we are privileged to serve.

Prior to his service to the City of Santa Monica, Mr. Swain served as the Director of Public Works for the City of Palmdale, which was one of the fastest growing cities in the nation. During his twenty years of service, the City of Palmdale tripled in growth adding more than 100,000 residents along with all the necessary public infrastructure to support that growth. The City of Palmdale was recognized with more American Public Works Association project and program awards than any other city in Southern California during this period of explosive growth.
Previous to his nearly thirty years of city government experience, Mr. Swain served in various project management capacities with the Los Angeles County Department of Public Works for over five years delivering many projects to Los Angeles County residents.
Mr. Swain is a registered Civil Engineer in the state of California and holds a Bachelor of Science degree in Civil Engineering and a Masters degree in Public Administration and is a graduate of the University of California, Los Angeles (UCLA) Anderson School of Management Executive Program.

Mr. Swain has served on the Board of Directors for the Southern California Chapter of the American Public Works Association (APWA) and is a Past President of the APWA Southern California High Desert Branch. He has also served as President of the Professional Engineers Association of the Antelope Valley.
Mr. Swain's community involvement has included elected service on a School Board, President and Vice-President of Homeowner's Associations, coaching youth athletics and presenting at all education levels including as guest lecturer at the Michael Dukakis Public Policy class at UCLA Luskin School of Public Affairs.
